Narrative:
Bwi ATIS is poorly written to indicate that all runway 28 departures are from intersection U1. ATIS says 'depg runways 33R; 28.' further down it says 'last 1994 ft of runway 10 clsd.' then ground controller clears us to 'taxi to runway 28; cross runway 22 at C.' ATIS assumes the pilot will realize that the last 1994 ft of runway 10 being closed necessitates a U1 intersection departure from runway 28. Ground assumed we would know to taxi to the U1 intersection of runway 28. There are also NOTAMS about various txwys closed; but it still requires an unfamiliar pilot to put a lot of puzzle pieces together. Recommend changing ATIS to 'depg runway 28u1;' and the portion of closed runway should be referred to as the first 1994 ft of runway 28 when that is the runway being used. Lastly; ground should definitely clear crews to taxi to the correct intersection.

THEN GND CTLR CLRS US TO 'TAXI TO RWY 28; CROSS RWY 22 AT C.' ATIS ASSUMES THE PLT WILL REALIZE THAT THE LAST 1994 FT OF RWY 10 BEING CLOSED NECESSITATES A U1 INTXN DEP FROM RWY 28.
