Narrative:
The ILS monitor on all of the IDS4 ord arrival pages do not work. On jun/xa/08; XA06; ord went from plan weird to plan X. The ILS runway 10 monitor equipment read blue (inoperative). The WX was such that visual approachs would have been difficult to impossible. The ILS was actually working normal; but since the monitor read blue and sometimes yellow (unreliable); the arrival controller did not turn aircraft onto the final. The same situation was happening for runway 9R. My understanding is that C90 is waiting for the installation of the icms equipment. I have also been told that the icms install has been delayed and may not even happen. Proposed solution; if the icms install has truly been delayed; the IDS4 needs to be fixed immediately. At the very least; something needs to be installed that will keep the arrival controllers constantly informed of the ILS status. The first person that should know about the ILS status is the person vectoring arrs to that very same ILS. Anything less is unacceptable and unsafe!

Narrative: THE ILS MONITOR ON ALL OF THE IDS4 ORD ARR PAGES DO NOT WORK. ON JUN/XA/08; XA06; ORD WENT FROM PLAN WEIRD TO PLAN X. THE ILS RWY 10 MONITOR EQUIP READ BLUE (INOP). THE WX WAS SUCH THAT VISUAL APCHS WOULD HAVE BEEN DIFFICULT TO IMPOSSIBLE. THE ILS WAS ACTUALLY WORKING NORMAL; BUT SINCE THE MONITOR READ BLUE AND SOMETIMES YELLOW (UNRELIABLE); THE ARR CTLR DID NOT TURN ACFT ONTO THE FINAL. THE SAME SITUATION WAS HAPPENING FOR RWY 9R. MY UNDERSTANDING IS THAT C90 IS WAITING FOR THE INSTALLATION OF THE ICMS EQUIP. I HAVE ALSO BEEN TOLD THAT THE ICMS INSTALL HAS BEEN DELAYED AND MAY NOT EVEN HAPPEN. PROPOSED SOLUTION; IF THE ICMS INSTALL HAS TRULY BEEN DELAYED; THE IDS4 NEEDS TO BE FIXED IMMEDIATELY. AT THE VERY LEAST; SOMETHING NEEDS TO BE INSTALLED THAT WILL KEEP THE ARR CTLRS CONSTANTLY INFORMED OF THE ILS STATUS. THE FIRST PERSON THAT SHOULD KNOW ABOUT THE ILS STATUS IS THE PERSON VECTORING ARRS TO THAT VERY SAME ILS. ANYTHING LESS IS UNACCEPTABLE AND UNSAFE!
