Narrative:
Aircraft #1 holding short of ict runway 1R at taxiway B. Ict tower cleared aircraft #1 for takeoff. Takeoff clearance read back. Before roll; PIC checked north and south to clear runway. When checked south; PIC observed aircraft #2 over numbers landing active. Aircraft #1 was held short of runway. No further instructions were received from tower. After aircraft #2 rolled past A8; aircraft #1 PIC contacted tower to determine if aware of landing aircraft. Response indicated they were not. No evasive action was taken or needed. If aircraft #1 PIC had not visually cleared runway; runway incursion may have occurred.
