Narrative:
Unable HF communications on polar routing G491 from 10 minutes prior to tilga until leaving russian airspace at ramel; about 900 NM. Unable HF magadan ATC and sfo commercial radio. Satcom called dispatch; magadan ATC; sfo commercial radio; anc ATC and gander ATC to advise them of no communication and NOTAMS for communication outages. Magadan responded that HF in magadan was inoperative and we could continue cpdlc with no voice communications possible. Unable voice at each position report. Dispatch offered no new routing or plan of operation with no voice communication. No NOTAM provided in preflight to notify us of inoperative HF in magadan fir. Unable to comply with russian state law and ICAO annex 2 requirement to maintain a continuous listening watch on VHF; HF or SELCAL. Also unable sfo commercial radio for the entire length of time in russian airspace on routes 281 and 491; unable fom requirement for 90 minute check in with operations.

Narrative: UNABLE HF COMMUNICATIONS ON POLAR ROUTING G491 FROM 10 MINUTES PRIOR TO TILGA UNTIL LEAVING RUSSIAN AIRSPACE AT RAMEL; ABOUT 900 NM. UNABLE HF MAGADAN ATC AND SFO COMMERCIAL RADIO. SATCOM CALLED DISPATCH; MAGADAN ATC; SFO COMMERCIAL RADIO; ANC ATC AND GANDER ATC TO ADVISE THEM OF NO COM AND NOTAMS FOR COM OUTAGES. MAGADAN RESPONDED THAT HF IN MAGADAN WAS INOP AND WE COULD CONTINUE CPDLC WITH NO VOICE COMMUNICATIONS POSSIBLE. UNABLE VOICE AT EACH POSITION REPORT.
