Narrative:
During the boarding process; a passenger was trying to stuff his baggage into an overhead bin. While doing this procedure; he proceeded to bust one of the components of the bin. The flight attendant notified us and we proceeded to check the MEL book and contact maintenance control. After reviewing the MEL; we were able to come to the conclusion that we could PIREP the bin. We were given authority/authorized from maintenance control and proceeded. Upon landing; we consulted the mechanic about the bin to come to realize that the bin had a pbe located within it. Callback conversation with reporter revealed the following information: reporter advised they were unaware the bin in question contained the pbe until arrival inspection by maintenance. Had they been aware they would have consulted in greater depth prior to self deferring.

Title: FLT CREW OF CARJ DETERMINE THEY CAN PLT DEFER A BROKEN OVERHEAD BIN. UPON ARRIVAL MAINT INFORMS THEM THE DEFERRED BIN CONTAINED A PBE WHICH MUST REMAIN ACCESSIBLE.
Narrative: DURING THE BOARDING PROCESS; A PAX WAS TRYING TO STUFF HIS BAGGAGE INTO AN OVERHEAD BIN. WHILE DOING THIS PROC; HE PROCEEDED TO BUST ONE OF THE COMPONENTS OF THE BIN. THE FLT ATTENDANT NOTIFIED US AND WE PROCEEDED TO CHK THE MEL BOOK AND CONTACT MAINT CTL. AFTER REVIEWING THE MEL; WE WERE ABLE TO COME TO THE CONCLUSION THAT WE COULD PIREP THE BIN. WE WERE GIVEN AUTH FROM MAINT CTL AND PROCEEDED. UPON LNDG; WE CONSULTED THE MECH ABOUT THE BIN TO COME TO REALIZE THAT THE BIN HAD A PBE LOCATED WITHIN IT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: REPORTER ADVISED THEY WERE UNAWARE THE BIN IN QUESTION CONTAINED THE PBE UNTIL ARRIVAL INSPECTION BY MAINT. HAD THEY BEEN AWARE THEY WOULD HAVE CONSULTED IN GREATER DEPTH PRIOR TO SELF DEFERRING.
