Narrative:

At the buf sector; cleveland ARTCC aircraft X was coming from toronto center en route to roc; descend from 130 to 110. Aircraft Y (C210/G) was en route from roc to gau. I noticed aircraft X altitude indicate 106 and as I was about to question it. Aircraft X transmitted that he had accidentally descended through his assigned altitude and was correcting. Aircraft Y was tail to tail at the time but close enough to activate the conflict alert.

Title: ZOB CTLR DESCRIBED LOSS OF SEPARATION EVENT WHEN C340 DESCENDED BELOW ASSIGNED ALT; CONFLICTING WITH OPPOSITE DIRECTION TFC AT 11000.

Narrative: AT THE BUF SECTOR; CLEVELAND ARTCC ACFT X WAS COMING FROM TORONTO CTR ENRTE TO ROC; DSND FROM 130 TO 110. ACFT Y (C210/G) WAS ENRTE FROM ROC TO GAU. I NOTICED ACFT X ALT INDICATE 106 AND AS I WAS ABOUT TO QUESTION IT. ACFT X XMITTED THAT HE HAD ACCIDENTALLY DSNDED THROUGH HIS ASSIGNED ALT AND WAS CORRECTING. ACFT Y WAS TAIL TO TAIL AT THE TIME BUT CLOSE ENOUGH TO ACTIVATE THE CONFLICT ALERT.
