Narrative:

Aircraft Y; a CRJ7; was on a visual approach to runway 12. He was left high and had to maneuver for his descent. ZLC switched the aircraft on a high 3 mi final. While aircraft Y was maneuvering; ZLC vectored aircraft X to follow aircraft Y. ZLC called and advised that aircraft X canceled IFR. While I was asking for a position report; ZLC switched communications with aircraft X. Aircraft X was in direct conflict with aircraft Y on final to runway 12. Upon initial contact with tower control; aircraft X was confused about the traffic to follow. When asked if he canceled IFR; he was unsure because ZLC never terminated his radar service or acknowledged his cancellation. Aircraft Y and aircraft X were issued traffic and aircraft X got aircraft Y in sight to follow. Aircraft X had to maneuver to the southwest to land behind aircraft Y. The tower controller talked with both ZLC and the pilot of aircraft X to determine what happened. ZLC said he was VFR but the pilot of aircraft X was unsure. Upon further conversation with a supervisor at ZLC we found out aircraft X was vectored to intercept the final approach course to bzn which is a violation of FAA order 7110.65S 5-9-1 2 D 1. The pilot stated that he canceled IFR because the radar vector issued from ZLC would put him in a thunderstorm. He was very upset about the whole thing. This is a daily occurrence in bzn. We have no radar and ZLC fails to sequence IFR traffic until they are almost forced to cancel their IFR. Bzn is very mountainous and we work heavy VFR traffic to and from the airport. We have spoken with ZLC many times about the lack of service provided; but things are getting worse. It's my opinion that nothing will be done and things will be swept under the rug until something tragic happens.

WHILE ACFT Y WAS MANEUVERING; ZLC VECTORED ACFT X TO FOLLOW ACFT Y. ZLC CALLED AND ADVISED THAT ACFT X CANCELED IFR. WHILE I WAS ASKING FOR A POS RPT; ZLC SWITCHED COMS WITH ACFT X. ACFT X WAS IN DIRECT CONFLICT WITH ACFT Y ON FINAL TO RWY 12. UPON INITIAL CONTACT WITH TWR CTL; ACFT X WAS CONFUSED ABOUT THE TFC TO FOLLOW. WHEN ASKED IF HE CANCELED IFR; HE WAS UNSURE BECAUSE ZLC NEVER TERMINATED HIS RADAR SVC OR ACKNOWLEDGED HIS CANCELLATION. ACFT Y AND ACFT X WERE ISSUED TFC AND ACFT X GOT ACFT Y IN SIGHT TO FOLLOW. ACFT X HAD TO MANEUVER TO THE SW TO LAND BEHIND ACFT Y. THE TWR CTLR TALKED WITH BOTH ZLC AND THE PLT OF ACFT X TO DETERMINE WHAT HAPPENED. ZLC SAID HE WAS VFR BUT THE PLT OF ACFT X WAS UNSURE. UPON FURTHER CONVERSATION WITH A SUPVR AT ZLC WE FOUND OUT ACFT X WAS VECTORED TO INTERCEPT THE FINAL APCH COURSE TO BZN WHICH IS A VIOLATION OF FAA ORDER 7110.65S 5-9-1 2 D 1. THE PLT STATED THAT HE CANCELED IFR BECAUSE THE RADAR VECTOR ISSUED FROM ZLC WOULD PUT HIM IN A TSTM. HE WAS VERY UPSET ABOUT THE WHOLE THING. THIS IS A DAILY OCCURRENCE IN BZN. WE HAVE NO RADAR AND ZLC FAILS TO SEQUENCE IFR TFC UNTIL THEY ARE ALMOST FORCED TO CANCEL THEIR IFR. BZN IS VERY MOUNTAINOUS AND WE WORK HVY VFR TFC TO AND FROM THE ARPT. WE HAVE SPOKEN WITH ZLC MANY TIMES ABOUT THE LACK OF SVC PROVIDED; BUT THINGS ARE GETTING WORSE. IT'S MY OPINION THAT NOTHING WILL BE DONE AND THINGS WILL BE SWEPT UNDER THE RUG UNTIL SOMETHING TRAGIC HAPPENS.
