Narrative:
Vehicles on ski strip 19 were leaving the ski strip sbound along the surface and proceeded into the unmarked safety zone (made of the same material as the ski strip surface) of runway 19L with an aircraft short final. The vehicles were told to hold their position and to not advance any further while the aircraft was sent around by the local controller. This has been an ongoing issue on the airfield with no demarcation between 2 runways directly in line with one another. In this situation; vehicles that are stationed on the airfield were even unfamiliar with their location in reference to runway 19L and the necessary procedures.

Title: FAI GND CTLR DESCRIBED RWY INCURSION/GAR WHEN ARPT VEHICLES RETURNING FROM SKI STRIP EMER; FAILED TO STOP CLR OF RWY 19L.
Narrative: VEHICLES ON SKI STRIP 19 WERE LEAVING THE SKI STRIP SBOUND ALONG THE SURFACE AND PROCEEDED INTO THE UNMARKED SAFETY ZONE (MADE OF THE SAME MATERIAL AS THE SKI STRIP SURFACE) OF RWY 19L WITH AN ACFT SHORT FINAL. THE VEHICLES WERE TOLD TO HOLD THEIR POS AND TO NOT ADVANCE ANY FURTHER WHILE THE ACFT WAS SENT AROUND BY THE LCL CTLR. THIS HAS BEEN AN ONGOING ISSUE ON THE AIRFIELD WITH NO DEMARCATION BTWN 2 RWYS DIRECTLY IN LINE WITH ONE ANOTHER. IN THIS SITUATION; VEHICLES THAT ARE STATIONED ON THE AIRFIELD WERE EVEN UNFAMILIAR WITH THEIR LOCATION IN REF TO RWY 19L AND THE NECESSARY PROCS.
