Narrative:
Flight attendants reported fumes in mid to aft cabin. Directed them to turn off fluorescents and copilot got out fume elimination checklist. No help proceeded with checklist. Oxygen masks on and diverted to ZZZ which had clear skies. Flight attendants stated very strong odor. Informed dispatch during the divert with emergency declared. All checklists accomplished; uneventful landing. Fumes dissipated as cabin was unpressurized passing 10000 ft. No smoke evident; so did not prep cabin; pulled off runway and verified no fire with cabin crew and with fire department before electing to taxi to gate.
