Narrative:
Prescott airport issued a NOTAM for our main runway to be closed for 1 hour on aug/xa/08. When we received a facsimile; it was showing the closure for a busy time period. After a controller; who was working controller in charge; continued to question the time period and after calling FSS; we finally determined that the city incorrectly wrote down a time that was meant to be local; but was written/assumed to be zulu time. The supervisor was not going to question anyone on the NOTAM and it took the controller/controller in charge to keep this error from becoming something more serious.

Title: CTLR VOICED CONCERN REGARDING SUPVR LACK OF CORRECTIVE ACTION CONCERNING WRONG TIMES LISTED ON RWY CLOSURE NOTAM.
Narrative: PRESCOTT ARPT ISSUED A NOTAM FOR OUR MAIN RWY TO BE CLOSED FOR 1 HR ON AUG/XA/08. WHEN WE RECEIVED A FAX; IT WAS SHOWING THE CLOSURE FOR A BUSY TIME PERIOD. AFTER A CTLR; WHO WAS WORKING CIC; CONTINUED TO QUESTION THE TIME PERIOD AND AFTER CALLING FSS; WE FINALLY DETERMINED THAT THE CITY INCORRECTLY WROTE DOWN A TIME THAT WAS MEANT TO BE LOCAL; BUT WAS WRITTEN/ASSUMED TO BE ZULU TIME. THE SUPVR WAS NOT GOING TO QUESTION ANYONE ON THE NOTAM AND IT TOOK THE CTLR/CIC TO KEEP THIS ERROR FROM BECOMING SOMETHING MORE SERIOUS.
