Narrative:
Maf ATCT established a new procedure for ground control to coordination runway xings with local control regardless of the runway status; ie; the runway can be closed or non active and ground must continue to coordination with local or this is an operational deviation. This adds to the workload of both position unnecessarily and is going to cause an event. Additionally; this change states that 'vehicles and personnel must be kept on the ground control frequency.' this is in direct violation; contradiction; of FAA order 7710.65 chapter 3-1-3D which states; 'authority/authorized for aircraft to taxi on or along an active runway for purposes other than crossing; should be provided via direct communications on local control frequency.' there are waivers to this with specific operations notes in an LOA or such; but maf ATCT has not seen fit to do this; as the airport is not putting radio equipment in vehicles that would comply with FAA orders. This is an accident/incident waiting to happen.

Title: MAF GND CTLR VOICED CONCERN REGARDING THE FACILITY'S/ARPT'S NON COMPLIANCE WITH FAA ORDERS REF RWY OPS AND REQUIRED RADIO CONTACT.
Narrative: MAF ATCT ESTABLISHED A NEW PROC FOR GND CTL TO COORD RWY XINGS WITH LCL CTL REGARDLESS OF THE RWY STATUS; IE; THE RWY CAN BE CLOSED OR NON ACTIVE AND GND MUST CONTINUE TO COORD WITH LCL OR THIS IS AN OPDEV. THIS ADDS TO THE WORKLOAD OF BOTH POS UNNECESSARILY AND IS GOING TO CAUSE AN EVENT. ADDITIONALLY; THIS CHANGE STATES THAT 'VEHICLES AND PERSONNEL MUST BE KEPT ON THE GND CTL FREQ.'
