Narrative:

The shift controller in charge ordered me to split the radar sector when I said I did not think there was a need to. He said split the sector and told another controller to take the west sector. At which time he; without any coordination with me; took radio frequency and airspace after I said 'no' that he was creating a dangerous situation. During this time; I heard a conflict alert. Not knowing where the problem was; I told the controller in charge a 'Q' entry should be initiated; at which time he said he was not going to do it. The controller in charge would not listen to anything I said about waiting to split the sectors; and that he was creating a dangerous situation.

Title: AZO CTLR DESCRIBED POSSIBLE LOSS OF SEPARATION WHEN CIC ORDERED POSITIONS SPLIT AND CHANGED FREQ'S BEFORE CTLR APPROVAL.

Narrative: THE SHIFT CIC ORDERED ME TO SPLIT THE RADAR SECTOR WHEN I SAID I DID NOT THINK THERE WAS A NEED TO. HE SAID SPLIT THE SECTOR AND TOLD ANOTHER CTLR TO TAKE THE W SECTOR. AT WHICH TIME HE; WITHOUT ANY COORD WITH ME; TOOK RADIO FREQ AND AIRSPACE AFTER I SAID 'NO' THAT HE WAS CREATING A DANGEROUS SIT. DURING THIS TIME; I HEARD A CONFLICT ALERT. NOT KNOWING WHERE THE PROB WAS; I TOLD THE CIC A 'Q' ENTRY SHOULD BE INITIATED; AT WHICH TIME HE SAID HE WAS NOT GOING TO DO IT. THE CIC WOULD NOT LISTEN TO ANYTHING I SAID ABOUT WAITING TO SPLIT THE SECTORS; AND THAT HE WAS CREATING A DANGEROUS SIT.
