Narrative:
Aircraft needed to be repositioned from gate to hardstand under tow. The procedure at ZZZ station is the cargo department provides the tractor operator and the maintenance department provides the aircraft brake rider. Prior to tow operation commencing; the instructions given to the tow tractor operator were to begin pushback at his discretion and to hold short of taxiway zulu. During the pushback I noticed that the aircraft was encroaching onto taxiway Z and I requested that the tow tractor operator immediately stop the aircraft and await further instructions. Clearance was then obtained from ZZZ tower to continue onto taxiway Z. The tow tractor operator was then advised that it was now clear to continue the tow operation on taxiway Z. The tow operation then continued uneventfully to hardstand. Suggested resolutions: adequate training for all employees involved in the towing of aircraft. Training must include runway incursion familiarity.

Title: MECHANIC RIDING BRAKES IN B757-200 COCKPIT NOTICES RAMP CARGO TOW DRIVER ENCROACHING ONTO TAXIWAY ZULU WITHOUT PROPER CLEARANCE FROM TOWER.
Narrative: AIRCRAFT NEEDED TO BE REPOSITIONED FROM GATE TO HARDSTAND UNDER TOW. THE PROCEDURE AT ZZZ STATION IS THE CARGO DEPARTMENT PROVIDES THE TRACTOR OPERATOR AND THE MAINT DEPARTMENT PROVIDES THE AIRCRAFT BRAKE RIDER. PRIOR TO TOW OPERATION COMMENCING; THE INSTRUCTIONS GIVEN TO THE TOW TRACTOR OPERATOR WERE TO BEGIN PUSHBACK AT HIS DISCRETION AND TO HOLD SHORT OF TAXIWAY ZULU. DURING THE PUSHBACK I NOTICED THAT THE AIRCRAFT WAS ENCROACHING ONTO TAXIWAY Z AND I REQUESTED THAT THE TOW TRACTOR OPERATOR IMMEDIATELY STOP THE AIRCRAFT AND AWAIT FURTHER INSTRUCTIONS. CLEARANCE WAS THEN OBTAINED FROM ZZZ TOWER TO CONTINUE ONTO TAXIWAY Z. THE TOW TRACTOR OPERATOR WAS THEN ADVISED THAT IT WAS NOW CLEAR TO CONTINUE THE TOW OPERATION ON TAXIWAY Z. THE TOW OPERATION THEN CONTINUED UNEVENTFULLY TO HARDSTAND. SUGGESTED RESOLUTIONS: ADEQUATE TRAINING FOR ALL EMPLOYEES INVOLVED IN THE TOWING OF AIRCRAFT. TRAINING MUST INCLUDE RUNWAY INCURSION FAMILIARITY.
