Narrative:
During an 'a' check; I noticed that we had 2 duplicate cards to remove the safety devices. I then got with mr X; my supervisor. We looked at the cards and decided we could sign off one to the other. After going through the cards; I agreed we could sign off the one card. I looked at each section topic on both of the cards and signed off the one card. The one card had an extra step which I did not catch. The aircraft went to the gate with the overwing emergency exits still unarmed. The safety pin was removed on the assist bottle in the cargo bin; although the safety pin on the door was not armed. On pushback the crew noticed on the ECAM that the emergency exits were not armed; went back to the gate and the line called me in base maintenance that we did not arm the door. I sent 2 mechanics and a lead to correct the problem and cleared the logbook.

Title: AN A320 WENT TO GATE AFTER AN 'A' CHECK; WITH THE OVERWING EMERGENCY EXITS STILL UNARMED. MAINT SUPERVISOR HAD EARLIER SIGNED OFF A DUPLICATE WORK CARD; BUT FAILED TO SEE THE REARMING PROCEDURE.

WE LOOKED AT THE CARDS AND DECIDED WE COULD SIGN OFF ONE TO THE OTHER. AFTER GOING THROUGH THE CARDS; I AGREED WE COULD SIGN OFF THE ONE CARD. I LOOKED AT EACH SECTION TOPIC ON BOTH OF THE CARDS AND SIGNED OFF THE ONE CARD. THE ONE CARD HAD AN EXTRA STEP WHICH I DID NOT CATCH. THE ACFT WENT TO THE GATE WITH THE OVERWING EMER EXITS STILL UNARMED. THE SAFETY PIN WAS REMOVED ON THE ASSIST BOTTLE IN THE CARGO BIN; ALTHOUGH THE SAFETY PIN ON THE DOOR WAS NOT ARMED.
