Narrative:
During the takeoff roll; the first officer called 80 KTS and my airspeed indicator (and HUD) matched. V1 (138 KTS) and rotate were normal on my side. After the fact; my first officer stated that he wondered why I pulled my hand away and rotated early. He also noticed that his altimeter was reading below sea level. We climbed normally and cleaned up on my airspeed indications. As we compared airspds and altitudes; it became apparent there was an issue with his pitot static. My primary; backup; and HUD airspeed and altitude all matched up exactly. As we climbed; the first officer's airspeed was approximately 40 KTS slower than mine. His altimeter was reading approximately 2000 ft lower than mine. Altitude readout from center was consistent with my altitude readings. We referred to the QRH; contacted dispatch; used fom cruise setting information. Dispatch; my first officer; and I all concurred that a return was not necessary based on the VMC conditions and the ability to see the airport area from cruise altitude. Anyone removing the pitot tube covers must ensure that the pitot tubes are clean and clear afterwards. Complied with oak mud dauber procedures while parked at the gate. Ramper displayed and I acknowledged 4 pitot covers in his hand prior to push. Then I handed the yoke placard to the operations agent. Supplemental information from acn 803325: since we had executed mud dauber procedures in oak; we discussed the possibility of a pitot cover still installed or pitot/static infestation. We had verified 4 pitot covers removed in accordance with the procedure. Upon arrival the captain discovered a rubber grommet was on the first officer's side upper pitot tube. Take care when removing the pitot tube covers.

SUPPLEMENTAL INFO FROM ACN 803325: SINCE WE HAD EXECUTED MUD DAUBER PROCS IN OAK; WE DISCUSSED THE POSSIBILITY OF A PITOT COVER STILL INSTALLED OR PITOT/STATIC INFESTATION. WE HAD VERIFIED 4 PITOT COVERS REMOVED IN ACCORDANCE WITH THE PROC. UPON ARR THE CAPT DISCOVERED A RUBBER GROMMET WAS ON THE FO'S SIDE UPPER PITOT TUBE. TAKE CARE WHEN REMOVING THE PITOT TUBE COVERS.
