Narrative:

Approaching zzzzz fix on arrival to ZZZ in tropical storm experiencing moderate chop and moderate icing descending to cross zzzzz at FL190 with engine heat on. Left engine failed. We continued descent while declaring an emergency and; because of terrible WX at destination; decided to divert to ZZZ1. Engine ignition was on due to ATC mandated slow speed and flaps being out. Engine relit briefly during slow descent to warmer air and then failed again. We were finally able to get engine to run for the rest of the divert at approximately 15000 ft and proceeded to a normal landing at ZZZ1. Crew did an excellent job.

Narrative: APCHING ZZZZZ FIX ON ARR TO ZZZ IN TROPICAL STORM EXPERIENCING MODERATE CHOP AND MODERATE ICING DSNDING TO CROSS ZZZZZ AT FL190 WITH ENG HEAT ON. L ENG FAILED. WE CONTINUED DSCNT WHILE DECLARING AN EMER AND; BECAUSE OF TERRIBLE WX AT DEST; DECIDED TO DIVERT TO ZZZ1. ENG IGNITION WAS ON DUE TO ATC MANDATED SLOW SPD AND FLAPS BEING OUT. ENG RELIT BRIEFLY DURING SLOW DSCNT TO WARMER AIR AND THEN FAILED AGAIN. WE WERE FINALLY ABLE TO GET ENG TO RUN FOR THE REST OF THE DIVERT AT APPROX 15000 FT AND PROCEEDED TO A NORMAL LNDG AT ZZZ1. CREW DID AN EXCELLENT JOB.
