Narrative:

I received a copy of a required time of arrival asking for us to be over cqy by XA39Z. Our ETA over cqy was XA44Z. When the message was sent; flight was near en route point defun. I do not know who issued this message; but there are several problems with it. The flight was 1 hour 25 mins from cqy. Since the computer cannot do variable speed flight planning it is not possible to figure how much fuel burnoff or speed this flight needs to meet the stated objective.
