Narrative:

We were taking off at ZZZ airport. Because of construction; there was only 5000 ft of runway. At rotating on runway at 106 KTS; I pulled back on the yoke and nothing happened. I aborted the takeoff and ran off the end of the runway. No one was hurt and nothing was hurt or broken. Supplemental information from acn 804697: I was the first officer. The WX at ZZZ was VFR; wind 040 degrees; 10 KTS; gusting to 20 KTS; runways in use runway xxl/right. After getting the clearance; we taxied out to runway xxr intersection K; remaining runway was 5300 ft. The tower cleared us for takeoff (runway heading; maintain 4000 ft); we started rolling down the runway. At 106 KTS; I called vr rotate. The captain pulled up the yoke trying to rotate; but the aircraft did not rotate. Then the captain decided to abort the takeoff. After applying full reverse and brakes the aircraft overshot the end of the runway by about 20 ft and rested on the grass.

THE TWR CLRED US FOR TKOF (RWY HDG; MAINTAIN 4000 FT); WE STARTED ROLLING DOWN THE RWY. AT 106 KTS; I CALLED VR ROTATE. THE CAPT PULLED UP THE YOKE TRYING TO ROTATE; BUT THE ACFT DID NOT ROTATE. THEN THE CAPT DECIDED TO ABORT THE TKOF. AFTER APPLYING FULL REVERSE AND BRAKES THE ACFT OVERSHOT THE END OF THE RWY BY ABOUT 20 FT AND RESTED ON THE GRASS.
