Narrative:
During preflight; crew discussed fuel at touchdown. 15.0 fp showed crossing abc VOR at FL400. Experience indicated to us it would be much lower; likely 280. Dispatch contacted and additional 2.0 fuel was loaded. During crossing unable to climb above FL340. Fuel burn was high! At coast-in; we were climbed and almost immediately descended. Contacted dispatch to advise needed assist and we were declaring minimum fuel. ATC advised. On downwind to landing we got a low fuel message and completed checklist. Landed at flaps 20 degrees. Landing uneventful. Approximately fuel at landing 10.6. This routing should be looked at as FL400 at abc VOR is not gonna happen!

Title: EVEN WITH ADDED FUEL IN ANTICIPATION OF ALT RESTRICTIONS ENROUTE; B777-200 LANDS WITH 6300 POUNDS LESS FUEL THAN PREDICTED BY FLT PLAN.

DISPATCH CONTACTED AND ADDITIONAL 2.0 FUEL WAS LOADED. DURING XING UNABLE TO CLB ABOVE FL340. FUEL BURN WAS HIGH! AT COAST-IN; WE WERE CLBED AND ALMOST IMMEDIATELY DSNDED. CONTACTED DISPATCH TO ADVISE NEEDED ASSIST AND WE WERE DECLARING MINIMUM FUEL. ATC ADVISED. ON DOWNWIND TO LNDG WE GOT A LOW FUEL MESSAGE AND COMPLETED CHKLIST. LANDED AT FLAPS 20 DEGS. LNDG UNEVENTFUL. APPROX FUEL AT LNDG 10.6. THIS ROUTING SHOULD BE LOOKED AT AS FL400 AT ABC VOR IS NOT GONNA HAPPEN!
