Narrative:
With another 2 hours flight; on a long cross country; I decided to get airborne once again to 5500 ft requesting flight following. There were huge clouds to the east and a front on my left to the west; but I was doing good; my way was clear. Then it started to get dark; scattered clouds along my route at 2000 ft; but my WX briefer told me it would be ok in ZZZ. Night was dark; but I was able to see the clouds; checking my waypoints and so on; and I had ZZZ1 on my radio; which gave me another frequency just in case I lost contact with him; I would be able to reach the next one in about 20 mins; and mins after I lost contact; I saw on my left ZZZ2 airport. I was about 60 mi from my destination; when I saw in front of me cumulus clouds which I was able to go on top of; and I descended to 3000 ft in order to go under; and then to 2000 ft. I had ZZZ3 airport at about 5 mi right in front of me; as my chart was showing me; so I decided to land. But I could not see anything; and decided to go back to ZZZ2. I called 122.0 with no luck. I went up to 3000 ft; straight to ZZZ2 VOR to land; but when I got there the fog took over; and it was so dense that I was not able to land; then I started looking on my map to find another airport; and tuning to all frequencys to get someone on the radio; and I was running out of fuel; I was not sure I could trust the gauge so my map was showing me the restr area; but there were 2 airports; one next to the other. I decided to go in that direction. I was flying straight to ZZZ3 airport; when I saw on my left the lights from a taxiway; and on the left the runway; and landed just before my fuel ended. That was an AFB; and after landing I got locked up. After all the inquiring; they decided not to press charges on me; because it was an emergency.

Title: C150 PVT PLT IS DETAINED AT AN AIR FORCE BASE AFTER A FORCED LANDING WAS PREDICATED ON LOW FUEL STATE AND UNFORECAST WEATHER.
Narrative: WITH ANOTHER 2 HRS FLT; ON A LONG XCOUNTRY; I DECIDED TO GET AIRBORNE ONCE AGAIN TO 5500 FT REQUESTING FLT FOLLOWING. THERE WERE HUGE CLOUDS TO THE E AND A FRONT ON MY L TO THE W; BUT I WAS DOING GOOD; MY WAY WAS CLR. THEN IT STARTED TO GET DARK; SCATTERED CLOUDS ALONG MY RTE AT 2000 FT; BUT MY WX BRIEFER TOLD ME IT WOULD BE OK IN ZZZ. NIGHT WAS DARK; BUT I WAS ABLE TO SEE THE CLOUDS; CHKING MY WAYPOINTS AND SO ON; AND I HAD ZZZ1 ON MY RADIO; WHICH GAVE ME ANOTHER FREQ JUST IN CASE I LOST CONTACT WITH HIM; I WOULD BE ABLE TO REACH THE NEXT ONE IN ABOUT 20 MINS; AND MINS AFTER I LOST CONTACT; I SAW ON MY L ZZZ2 ARPT. I WAS ABOUT 60 MI FROM MY DEST; WHEN I SAW IN FRONT OF ME CUMULUS CLOUDS WHICH I WAS ABLE TO GO ON TOP OF; AND I DSNDED TO 3000 FT IN ORDER TO GO UNDER; AND THEN TO 2000 FT. I HAD ZZZ3 ARPT AT ABOUT 5 MI RIGHT IN FRONT OF ME; AS MY CHART WAS SHOWING ME; SO I DECIDED TO LAND. BUT I COULD NOT SEE ANYTHING; AND DECIDED TO GO BACK TO ZZZ2. I CALLED 122.0 WITH NO LUCK. I WENT UP TO 3000 FT; STRAIGHT TO ZZZ2 VOR TO LAND; BUT WHEN I GOT THERE THE FOG TOOK OVER; AND IT WAS SO DENSE THAT I WAS NOT ABLE TO LAND; THEN I STARTED LOOKING ON MY MAP TO FIND ANOTHER ARPT; AND TUNING TO ALL FREQS TO GET SOMEONE ON THE RADIO; AND I WAS RUNNING OUT OF FUEL; I WAS NOT SURE I COULD TRUST THE GAUGE SO MY MAP WAS SHOWING ME THE RESTR AREA; BUT THERE WERE 2 ARPTS; ONE NEXT TO THE OTHER. I DECIDED TO GO IN THAT DIRECTION. I WAS FLYING STRAIGHT TO ZZZ3 ARPT; WHEN I SAW ON MY L THE LIGHTS FROM A TXWY; AND ON THE L THE RWY; AND LANDED JUST BEFORE MY FUEL ENDED. THAT WAS AN AFB; AND AFTER LNDG I GOT LOCKED UP. AFTER ALL THE INQUIRING; THEY DECIDED NOT TO PRESS CHARGES ON ME; BECAUSE IT WAS AN EMER.
