Narrative:

On lda prm runway 28R. Listening on norcal communication #1 and monitor frequency on communication #2. During approach; tower is simulcasting their operation on the monitor frequency; and even called us to clear us to land on the monitor frequency before we were handed off. That meant I had to adjust the volume to figure out which frequency he was talking on; look down and change the microphone selector; respond; change back to the final frequency; while still running a checklist; changing the MCP altitude; and doing the callouts. I think the monitor frequency should only be used for breakout calls. I am expecting to hear only the voice of the final controller until handoff. Any other radio voice I hear should be the monitor controller. Instead; all the way down the approach I hear the final controller; and everything occurring on tower frequency; every takeoff clearance; landing clearance; crossing clearance; question; handoff transmission; etc. It really increased the workload; and would have blocked any breakout transmission.

Narrative: ON LDA PRM RWY 28R. LISTENING ON NORCAL COM #1 AND MONITOR FREQ ON COM #2. DURING APCH; TWR IS SIMULCASTING THEIR OP ON THE MONITOR FREQ; AND EVEN CALLED US TO CLR US TO LAND ON THE MONITOR FREQ BEFORE WE WERE HANDED OFF. THAT MEANT I HAD TO ADJUST THE VOLUME TO FIGURE OUT WHICH FREQ HE WAS TALKING ON; LOOK DOWN AND CHANGE THE MIKE SELECTOR; RESPOND; CHANGE BACK TO THE FINAL FREQ; WHILE STILL RUNNING A CHKLIST; CHANGING THE MCP ALT; AND DOING THE CALLOUTS. I THINK THE MONITOR FREQ SHOULD ONLY BE USED FOR BREAKOUT CALLS. I AM EXPECTING TO HEAR ONLY THE VOICE OF THE FINAL CTLR UNTIL HDOF. ANY OTHER RADIO VOICE I HEAR SHOULD BE THE MONITOR CTLR. INSTEAD; ALL THE WAY DOWN THE APCH I HEAR THE FINAL CTLR; AND EVERYTHING OCCURRING ON TWR FREQ; EVERY TKOF CLRNC; LNDG CLRNC; XING CLRNC; QUESTION; HDOF XMISSION; ETC. IT REALLY INCREASED THE WORKLOAD; AND WOULD HAVE BLOCKED ANY BREAKOUT XMISSION.
