Narrative:
Cleared for visual approach for runway 36L into clt. Was told to expect a clearance on short final. At 400 ft with no traffic on the runway; we asked for our clearance to land. We received no response from ATC. We then executed a go around at 200 ft AGL. On the second attempt; we were again told to expect a clearance short final. At 400 ft and no traffic on the runway; we again asked for a clearance. After receiving no response again! We asked the tower again and they seemed to have no idea what we were calling for. On the third transmission and asking for landing; the controller responded with a smart 'you are cleared to land; twice.' we then landed safely. The control tower at clt waits until short final to clear an aircraft to land. We are told it is because of broken equipment that they are forced to wait until we are on short final to clear us to land. The problem is that they forget to clear you to land. This happens frequently; forcing an unnecessary go around.

Title: ACR LNDG AT CLT INITIATED A GAR THAT RESULTED FROM TWR'S FAILURE TO ISSUE LNDG CLRNC.
Narrative: CLRED FOR VISUAL APCH FOR RWY 36L INTO CLT. WAS TOLD TO EXPECT A CLRNC ON SHORT FINAL. AT 400 FT WITH NO TFC ON THE RWY; WE ASKED FOR OUR CLRNC TO LAND. WE RECEIVED NO RESPONSE FROM ATC. WE THEN EXECUTED A GAR AT 200 FT AGL. ON THE SECOND ATTEMPT; WE WERE AGAIN TOLD TO EXPECT A CLRNC SHORT FINAL. AT 400 FT AND NO TFC ON THE RWY; WE AGAIN ASKED FOR A CLRNC. AFTER RECEIVING NO RESPONSE AGAIN! WE ASKED THE TWR AGAIN AND THEY SEEMED TO HAVE NO IDEA WHAT WE WERE CALLING FOR. ON THE THIRD XMISSION AND ASKING FOR LNDG; THE CTLR RESPONDED WITH A SMART 'YOU ARE CLRED TO LAND; TWICE.' WE THEN LANDED SAFELY. THE CTL TWR AT CLT WAITS UNTIL SHORT FINAL TO CLR AN ACFT TO LAND. WE ARE TOLD IT IS BECAUSE OF BROKEN EQUIP THAT THEY ARE FORCED TO WAIT UNTIL WE ARE ON SHORT FINAL TO CLR US TO LAND. THE PROB IS THAT THEY FORGET TO CLR YOU TO LAND. THIS HAPPENS FREQUENTLY; FORCING AN UNNECESSARY GAR.
