Narrative:
BE76 had been waiting for IFR departure for several mins. Local control cleared C152 to land. Local control cleared BE76 for takeoff with C152 short final. BE76 canceled his own takeoff clearance and held his position while over the hold short lines. C152 landed. BE76 departed. Controller in charge was tasked with giving a tower tour with minimum staffing and training in progress.
