Narrative:
Flight engineer had forgotten to put on air conditioning packs on the ground before takeoff. Climbing through 10000' we received the intermittent horn. We checked items up front and found nothing. Looking back we noticed the packs were not on. I told flight engineer to put one on immediately. Copilot was flying, I told him to level off. We were at 11000', clrd to climb to 17000'. I informed center that we would be maintaining 11000' for a minute or so. They said to keep them informed if we had a problem. I chose to keep radio talk to a minimum as we still had the horn blasting in our ears. I believe that I was given a radio change. I turned around and asked the flight engineer to silence the horn. We were more concerned with solving the problem itself as we should have been, but next time the horn will come sooner. The flight engineer was proceeding with pack reinstatement. As we approached safe cabin altitude I told the flight engineer to squeak down the rate. I handled it in this manner because we were right at the edge of our parameters. I saw no need to make an emergency des down to 10000', shooting off my foot to step on an ant. The reinstated packs were bringing it down. We wanted to proceed calmly and did not want to bust eardrums in the cabin with no cause. Supplemental information from acn 80995: 2 mins prior to takeoff, just after starting the last engine and prior to completing takeoff checks, load information arrived via ACARS. The aircraft was 8000 pounds, lighter than planned. A lengthy discussion occurred about takeoff power and whether or not we were legal or needed new takeoff information (v-spds). The aircraft was now #1 for takeoff and the remaining checklist was rushed, missing pressurization. Crew allowed itself to be rushed through checklist and failed to doublechk when time permitted.

Title: ACR LGT MADE A TKOF WITHOUT TURNING ON THE AIR CONDITIONING PACS. CABIN ALT WARNING HORN SOUNDED AT 10000' AND THE FLT CREW LEVELED THE ACFT UNTIL THE CABIN COULD BE PRESSURIZED. ARTCC WAS NOTIFIED THAT A TEMPORARY LEVEL OFF WAS NECESSARY.

SUPPLEMENTAL INFORMATION FROM ACN 80995: 2 MINS PRIOR TO TKOF, JUST AFTER STARTING THE LAST ENG AND PRIOR TO COMPLETING TKOF CHKS, LOAD INFO ARRIVED VIA ACARS.
