Narrative:

This report is being filed because of an incident that happened on a solo training flight from fullerton, ca to santa maria, co on 1/88. The planned route of the flight was fullerton, direct to el monte, direct to fillmore VOR, direct san marcos VOR, direct santa maria. Type of aircraft for the flight was an small aircraft. I departed from fullerton, climbed to 3500' at a magnetic heading 335 degrees while climbing to 3500'. I proceeded to contact hawthorne FSS to open my flight plan. On initial contact I was told that I was third in line. There was a lot of visibility traffic in the vicinity at the time, which was the approximately location of the city of la habra. At this time there was a pilot on the hawthorne FSS frequency that could not speak very good english and did not seem to know how to file or open his flight plan, therefore taking up a lot of time. By the time I opened my flight plan I was over el monte. Knowing that my flight plan would take me through the bur arsa, I proceeded to contact bur approach. The frequency was very busy. It took 3 tries to make contact. During this time I continued my present heading and climbing to 4500'. Reaching 4500' I turned a west heading of 280 degrees to fillmore VOR. Finally, making contact with bur approach near the rose bowl, I was given a squawk of 0303 and a heading of due north. I complied and then was told to continue VFR navigation to my destination and when arriving at santa maria to call phone #. After landing at santa maria I called the # given to me by bur approach. I was informed by la that I had penetrated the lax TCA and that 2 air carrier's had to be diverted. After extensive review of my flight plan, I have come to the conclusion that la was tracking a different aircraft other than mine. Since I observed many aircraft in the vicinity and while monitoring the hawthorne FSS frequency, hearing the difficulty of the pilot with the english problem trying to understand how to file and open his flight plan, I think my conclusion is valid.

Title: SPI ACCUSED OF PENETRATING LAX TCA ON CLIMB TO CRUISE FROM FUL TOWARD ELM DURING A SOLO CROSS-COUNTRY FLT.

Narrative: THIS RPT IS BEING FILED BECAUSE OF AN INCIDENT THAT HAPPENED ON A SOLO TRNING FLT FROM FULLERTON, CA TO SANTA MARIA, CO ON 1/88. THE PLANNED RTE OF THE FLT WAS FULLERTON, DIRECT TO EL MONTE, DIRECT TO FILLMORE VOR, DIRECT SAN MARCOS VOR, DIRECT SANTA MARIA. TYPE OF ACFT FOR THE FLT WAS AN SMA. I DEPARTED FROM FULLERTON, CLBED TO 3500' AT A MAGNETIC HDG 335 DEGS WHILE CLBING TO 3500'. I PROCEEDED TO CONTACT HAWTHORNE FSS TO OPEN MY FLT PLAN. ON INITIAL CONTACT I WAS TOLD THAT I WAS THIRD IN LINE. THERE WAS A LOT OF VIS TFC IN THE VICINITY AT THE TIME, WHICH WAS THE APPROX LOCATION OF THE CITY OF LA HABRA. AT THIS TIME THERE WAS A PLT ON THE HAWTHORNE FSS FREQ THAT COULD NOT SPEAK VERY GOOD ENGLISH AND DID NOT SEEM TO KNOW HOW TO FILE OR OPEN HIS FLT PLAN, THEREFORE TAKING UP A LOT OF TIME. BY THE TIME I OPENED MY FLT PLAN I WAS OVER EL MONTE. KNOWING THAT MY FLT PLAN WOULD TAKE ME THROUGH THE BUR ARSA, I PROCEEDED TO CONTACT BUR APCH. THE FREQ WAS VERY BUSY. IT TOOK 3 TRIES TO MAKE CONTACT. DURING THIS TIME I CONTINUED MY PRESENT HDG AND CLBING TO 4500'. REACHING 4500' I TURNED A W HDG OF 280 DEGS TO FILLMORE VOR. FINALLY, MAKING CONTACT WITH BUR APCH NEAR THE ROSE BOWL, I WAS GIVEN A SQUAWK OF 0303 AND A HDG OF DUE N. I COMPLIED AND THEN WAS TOLD TO CONTINUE VFR NAV TO MY DEST AND WHEN ARRIVING AT SANTA MARIA TO CALL PHONE #. AFTER LNDG AT SANTA MARIA I CALLED THE # GIVEN TO ME BY BUR APCH. I WAS INFORMED BY LA THAT I HAD PENETRATED THE LAX TCA AND THAT 2 ACR'S HAD TO BE DIVERTED. AFTER EXTENSIVE REVIEW OF MY FLT PLAN, I HAVE COME TO THE CONCLUSION THAT LA WAS TRACKING A DIFFERENT ACFT OTHER THAN MINE. SINCE I OBSERVED MANY ACFT IN THE VICINITY AND WHILE MONITORING THE HAWTHORNE FSS FREQ, HEARING THE DIFFICULTY OF THE PLT WITH THE ENGLISH PROB TRYING TO UNDERSTAND HOW TO FILE AND OPEN HIS FLT PLAN, I THINK MY CONCLUSION IS VALID.
