Title: A C172 PILOT REPORTS A NMAC WITH A BE95 NEAR OSI AT 3500 FT. SUNLIGHT REFLECTING OFF THE PACIFIC MADE TRAFFIC IDENTIFICATION DIFFICULT.
Narrative: ACFT APCHING HEAD-ON WAS OBSCURED DUE TO SUNLIGHT REFLECTING OFF OF THE PACIFIC OCEAN. EVASIVE ACTION WAS TAKEN TO AVOID A MIDAIR COLLISION.
