Narrative:
On final approach; captain requested final slats/flaps (30/40 degrees). Slats deployed but flaps faulted (both system #1 and system #2). I followed ECAM instructions and cycled handle back to 15/20 degrees; and then tried 30/40 degrees again. Still no flap movement. Captain elected to go around to land on runway X instead of runway xl (longer runway). We declared emergency on downwind for runway X and completed QRH and landing checklists. Flaps deployed normally this time all the way to 30/40 degrees. Normal; uneventful landing.
