Narrative:

I was working ground control with snow removal in progress on taxiway a. Pilatus was cleared to land on runway 1L. One of the snow removal vehicles made a comment about a low approach on taxiway a. I then observed the pilatus executing a climb out over taxiway a. I believe a contributing factor to this event is that MALSR lights have been installed at the ends of taxiway a because it will be used as a temporary runway next summer. These light system to a taxiway give the impression that you are lined up on a runway when you're actually lined up on taxiway a. These lights need to be removed until they are needed next yr.

I BELIEVE A CONTRIBUTING FACTOR TO THIS EVENT IS THAT MALSR LIGHTS HAVE BEEN INSTALLED AT THE ENDS OF TXWY A BECAUSE IT WILL BE USED AS A TEMPORARY RWY NEXT SUMMER. THESE LIGHT SYS TO A TXWY GIVE THE IMPRESSION THAT YOU ARE LINED UP ON A RWY WHEN YOU'RE ACTUALLY LINED UP ON TXWY A. THESE LIGHTS NEED TO BE REMOVED UNTIL THEY ARE NEEDED NEXT YR.
