Narrative:

After takeoff from chicago ord, the chicago center cleared us to 16000' our cruise altitude. The climbout was in wet heavy snow (slush) at 16000', we were unable to level off because the controls had frozen. The aircraft climbed to 16700' of altitude before we could free the controls.

Title: CPR SMT EXPERIENCED FROZEN CONTROLS WHILE ATTEMPTING TO LEVEL OFF.

Narrative: AFTER TKOF FROM CHICAGO ORD, THE CHICAGO CTR CLRED US TO 16000' OUR CRUISE ALT. THE CLIMBOUT WAS IN WET HEAVY SNOW (SLUSH) AT 16000', WE WERE UNABLE TO LEVEL OFF BECAUSE THE CONTROLS HAD FROZEN. THE ACFT CLIMBED TO 16700' OF ALT BEFORE WE COULD FREE THE CONTROLS.
