Narrative:
During preflight we noticed that when loading the eldee 3 arrival; there was no transition to load from schaar. We had to manually load all points between schaar and pugee. En route; we studied the NOTAMS for the ELDEE3 and made the appropriate changes to the multiple crossing altitudes. We were given a descend via the ELDEE3 arrival by potomac approach. After passing revue; potomac advised us that we had missed the cross revue at 15000 ft restr. Since we had to manually insert revue earlier; it did not contain the crossing restr in the database and we missed it. The controller said not to worry about it and that this has been a problem for some time. He stated that what happened to us is happening several times every day. The airbus database needs to be updated for this arrival to avoid manual construction of an arrival that you are cleared for with descend via clrncs. We were careful with the NOTAMS; but we missed what still applied on the ELDEE3 chart. Supplemental information from acn 809104: NOTAMS had numerous changes on the eldee arrival. Some changes in altitude; some deletions. The NOTAMS lead one to not doublechk with the arrival limits on the chart. There is a new eldee arrival effective oct/xa/08 that has all the new crossing restrs listed on the NOTAM.

Title: AN A319 CREW REPORTS MANUALLY ENTERING THE DCA ELDEE 3 RNAV ARR INTO THEIR FMC BUT MISSING THE REVUE 15000 FT RESTRICTION.
Narrative: DURING PREFLT WE NOTICED THAT WHEN LOADING THE ELDEE 3 ARR; THERE WAS NO TRANSITION TO LOAD FROM SCHAAR. WE HAD TO MANUALLY LOAD ALL POINTS BTWN SCHAAR AND PUGEE. ENRTE; WE STUDIED THE NOTAMS FOR THE ELDEE3 AND MADE THE APPROPRIATE CHANGES TO THE MULTIPLE XING ALTS. WE WERE GIVEN A DSND VIA THE ELDEE3 ARR BY POTOMAC APCH. AFTER PASSING REVUE; POTOMAC ADVISED US THAT WE HAD MISSED THE CROSS REVUE AT 15000 FT RESTR.
