Narrative:
This flight was diverted to vernal; ut by the PIC due to 74V airport closure by NOTAM. The PIC reviewed the NOTAM prior to filing but was not understood correctly. The PIC did not understand what ad meant and was unable to get an undecoded (english) translation of this symbol via duat/dtc. The PIC then incorrectly assumed that the runway would still be open because there was no specific NOTAM that indicated runway closure. Upon startup; our clearance was received from ATC; as filed; and the PIC incorrectly assumed that this confirmed that the airport/runway was indeed open. Upon initial descent to 74V; and after listening to the AWOS; the crew learned that the airport was actually closed; and diverted to vel. Weather was VMC within 100 miles of the entire area. The PIC could have researched the symbol further prior to filing and commencing the flight.

Title: A CAPT REPORTED MISINTERPRETING A NOTAM CLOSING HIS DESTINATION ARPT. HE DIVERTED TO ANOTHER AIRPORT AFTER CHECKING AWOS.
Narrative: THIS FLIGHT WAS DIVERTED TO VERNAL; UT BY THE PIC DUE TO 74V AIRPORT CLOSURE BY NOTAM. THE PIC REVIEWED THE NOTAM PRIOR TO FILING BUT WAS NOT UNDERSTOOD CORRECTLY. THE PIC DID NOT UNDERSTAND WHAT AD MEANT AND WAS UNABLE TO GET AN UNDECODED (ENGLISH) TRANSLATION OF THIS SYMBOL VIA DUAT/DTC. THE PIC THEN INCORRECTLY ASSUMED THAT THE RUNWAY WOULD STILL BE OPEN BECAUSE THERE WAS NO SPECIFIC NOTAM THAT INDICATED RUNWAY CLOSURE. UPON STARTUP; OUR CLEARANCE WAS RECEIVED FROM ATC; AS FILED; AND THE PIC INCORRECTLY ASSUMED THAT THIS CONFIRMED THAT THE AIRPORT/RUNWAY WAS INDEED OPEN.
