Narrative:

As we were cleared for takeoff on runway 24 at teb; I re-briefed the runway 24 departure SID (fly runway heading until 1500 ft then right turn to 280 degrees and maintain 1500 ft until the 4.5 teb DME then climb to 2000 ft). 1500 ft was set in the altitude pre-select. Altimeters were set for current ATIS settings. The takeoff was normal with standard calls; and the captain engaged the autoplt passing through 1000 ft. We climbed to 1500 ft and started our turn to 280 degrees. As we were performing our after takeoff checklist we discovered that our flaps indicated flaps 20 and the flap selector was in the full up location. We also had a flaps inoperative light; the captain reset the flaps and they begin to track up. As the flaps came up the autoplt started an uncommanded climb. Concurrently I was watching the TCAS and making a visual contact with the B737 that was coming from our right. I informed the captain that I had a visual on the traffic; during this time the departure controller asked our altitude and I stated 1500 ft as this was the altitude right before I turned to look over my right shoulder at the traffic; I was outside the cockpit with my eyes on the traffic when I made that call. I then heard the autoplt disconnect bell and felt the aircraft start a descent. The controller stated that we were at 2000 ft. When I looked back in at the altimeter we were descending through 1700 ft. The captain had disconnected the autoplt and started a descent. Next the controller stated we were clear of traffic and could climb to 2000 ft. Supplemental information from acn 809177: I pushed the flap reset button and the flaps suddenly retracted. This sudden change in flight configuration caused the autoplt to start an uncommanded climb. I immediately disconnected the autoplt to stop the climb. At the same time I was watching the TCAS and getting confirmation from my co-pilot that he had visual contact on our traffic. As we were descending through 1700 ft the controller stated we were clear of the traffic and could climb to 2000 ft.

AS WE WERE PERFORMING OUR AFTER TKOF CHECKLIST WE DISCOVERED THAT OUR FLAPS INDICATED FLAPS 20 AND THE FLAP SELECTOR WAS IN THE FULL UP LOCATION. I INFORMED THE CAPT THAT I HAD A VISUAL ON THE TFC; DURING THIS TIME THE DEP CTLR ASKED OUR ALTITUDE AND I STATED 1500 FT AS THIS WAS THE ALTITUDE RIGHT BEFORE I TURNED TO LOOK OVER MY R SHOULDER AT THE TFC; I WAS OUTSIDE THE COCKPIT WITH MY EYES ON THE TFC WHEN I MADE THAT CALL. I THEN HEARD THE AUTOPLT DISCONNECT BELL AND FELT THE ACFT START A DSCNT. THE CTLR STATED THAT WE WERE AT 2000 FT. WHEN I LOOKED BACK IN AT THE ALTIMETER WE WERE DSNDING THROUGH 1700 FT. THE CAPT HAD DISCONNECTED THE AUTOPLT AND STARTED A DSCNT. NEXT THE CTLR STATED WE WERE CLEAR OF TFC AND COULD CLB TO 2000 FT. SUPPLEMENTAL INFO FROM ACN 809177: I PUSHED THE FLAP RESET BUTTON AND THE FLAPS SUDDENLY RETRACTED. THIS SUDDEN CHANGE IN FLT CONFIGURATION CAUSED THE AUTOPLT TO START AN UNCOMMANDED CLB.
