Narrative:
I was the only one involved; it happened at airport maintenance pad across from the gate. After installing the standby altimeter and after performing the leak check and it passing the operations check and passing the leak check; quality assurance was not called to the aircraft to watch the leak check and sign as required by my airlines procedures manual. Briefly remembered that quality assurance needed to look when leak check is performed; checked our airlines manual and saw the requirement. Notified quality assurance; performed a leak check on the standby altimeter again with quality assurance there; generated a write-up; signed it and quality assurance signed it also. Simply forgot that the airlines manual requires quality assurance to look at each leak check that is performed. Unlike other airline's procedure manual it only requires quality assurance only if more than 1 pitot static system was open. It would be helpful to post the rii or quality assurance required items.
Original NASA ASRS Text
Title: MECHANIC REPORTS HE FAILED TO HAVE QUALITY ASSURANCE (INSPECTION); VERIFY THE STANDBY ALTIMETER LEAK CHECK ON AN ATR72 AIRCRAFT; AS REQUIRED BY THEIR PROCEDURES MANUAL.
Narrative: I WAS THE ONLY ONE INVOLVED; IT HAPPENED AT ARPT MAINT PAD ACROSS FROM THE GATE. AFTER INSTALLING THE STANDBY ALTIMETER AND AFTER PERFORMING THE LEAK CHK AND IT PASSING THE OPS CHK AND PASSING THE LEAK CHK; QUALITY ASSURANCE WAS NOT CALLED TO THE ACFT TO WATCH THE LEAK CHK AND SIGN AS REQUIRED BY MY AIRLINES PROCEDURES MANUAL. BRIEFLY REMEMBERED THAT QUALITY ASSURANCE NEEDED TO LOOK WHEN LEAK CHK IS PERFORMED; CHKED OUR AIRLINES MANUAL AND SAW THE REQUIREMENT. NOTIFIED QUALITY ASSURANCE; PERFORMED A LEAK CHK ON THE STANDBY ALTIMETER AGAIN WITH QUALITY ASSURANCE THERE; GENERATED A WRITE-UP; SIGNED IT AND QUALITY ASSURANCE SIGNED IT ALSO. SIMPLY FORGOT THAT THE AIRLINES MANUAL REQUIRES QUALITY ASSURANCE TO LOOK AT EACH LEAK CHK THAT IS PERFORMED. UNLIKE OTHER AIRLINE'S PROCEDURE MANUAL IT ONLY REQUIRES QUALITY ASSURANCE ONLY IF MORE THAN 1 PITOT STATIC SYS WAS OPEN. IT WOULD BE HELPFUL TO POST THE RII OR QUALITY ASSURANCE REQUIRED ITEMS.
