Narrative:
During preflight planning; I discovered that the required placard for MEL deferral had not been applied. Upon further investigation; I discovered that ramp personnel had discovered a crack in the ceiling of the forward cargo pit the previous evening and called maintenance control to report it. Maintenance control deferred it; but no one called a mechanic to actually inspect it and complete the required deferral procedure. This is an everyday occurrence here at our air carrier and indicative of the shortcutting by maintenance supervision in order to save a buck.

Title: DURING PREFLIGHT PLANNING; PILOT DISCOVERS THAT MAINTENANCE CONTROL HAD NOT PLACARDED A CRACK FOUND IN THE FORWARD CARGO PIT CEILING OF A B737-300; AND NO ONE CALLED MAINTENANCE TO INSPECT IT AND COMPLETE THE REQUIRED DEFERRAL PROCEDURE.
