Narrative:
On climb out through FL240; we turned off engine and wing anti-ice. We got a single chime with yellow light and ECAM message. Both left and right wing anti-ice valves failed to close. Recycled. This time; the left closed; but the right still failed to close. Recycled again. Both valves closed normally. Operations normal. Passing FL280 a new chime and ECAM message came on. Left pack failure. Shortly after leveling at FL300 we had a right pack failure (dual pack failure -- no such checklist). Requested descent from ATC to 10000 ft and started down while working with checklists and also started APU. ACARS to flight control. Before we reached 10000 ft we had both packs operating normally. Again. Proceeded to ZZZ uneventfully; operations normal.
