Narrative:

Had been on IFR flight plan (mdw to mkc) at 4000'. Asked for 300' and broke out VFR after descending through 3900'. Visibility and ceilings were reported good rest of flight. So, I cancelled and proceeded VFR. Told center I would remain on frequency after cancelling for VFR advisories. Squawking 1200 mode C was on center had radar contact. Never saw small transport Y. The second aircraft involved was under IFR flight plan. Descending for the RNAV-18 approach at irk. Second aircraft reported seeing me approximately 100' below and in front of him, very close. Center never notified either of us as to the extreme closeness of our flts. There was a report made from center approximately 5 mi earlier when small transport Y was at 5000' and I was at 3000'.

Title: SMT ENCOUNTERED ANOTHER SMT UPON BREAKING OUT OF CLOUDS WHILE ON INSTRUMENT APCH.

Narrative: HAD BEEN ON IFR FLT PLAN (MDW TO MKC) AT 4000'. ASKED FOR 300' AND BROKE OUT VFR AFTER DSNDING THROUGH 3900'. VIS AND CEILINGS WERE RPTED GOOD REST OF FLT. SO, I CANCELLED AND PROCEEDED VFR. TOLD CENTER I WOULD REMAIN ON FREQ AFTER CANCELLING FOR VFR ADVISORIES. SQUAWKING 1200 MODE C WAS ON CENTER HAD RADAR CONTACT. NEVER SAW SMT Y. THE SECOND ACFT INVOLVED WAS UNDER IFR FLT PLAN. DSNDING FOR THE RNAV-18 APCH AT IRK. SECOND ACFT RPTED SEEING ME APPROX 100' BELOW AND IN FRONT OF HIM, VERY CLOSE. CENTER NEVER NOTIFIED EITHER OF US AS TO THE EXTREME CLOSENESS OF OUR FLTS. THERE WAS A RPT MADE FROM CENTER APPROX 5 MI EARLIER WHEN SMT Y WAS AT 5000' AND I WAS AT 3000'.
