Narrative:

Fueler set up fueling then left the vicinity of the aircraft while his tank was pumping fuel in our tanks. He went to operations which is at least 100 yards from gate in lax to get some paperwork. I discovered his absence while I went down to talk to him about a possible fuel reduction. I asked him to call his supervisor (who never came). I tried to impress upon the fueler the safety issues that could have arisen during his absence -- over fueling; fuel spill; etc; but he didn't seem to understand the potential problems. I did talk to the lax manager while the fueler was present and asked him to talk to the fueling supervisor about the situation. Fueler didn't understand or gave little credence to the safety issues involved which led me to believe this was not the first time he has done this!

Title: AN AIR CARRIER PILOT REPORTS THAT A FUELER LEFT THE IMMEDIATE VICINITY OF THE AIRCRAFT WHILE THE TRUCK WAS PRESSURE FUELING HIS AIRCRAFT.

Narrative: FUELER SET UP FUELING THEN LEFT THE VICINITY OF THE ACFT WHILE HIS TANK WAS PUMPING FUEL IN OUR TANKS. HE WENT TO OPS WHICH IS AT LEAST 100 YARDS FROM GATE IN LAX TO GET SOME PAPERWORK. I DISCOVERED HIS ABSENCE WHILE I WENT DOWN TO TALK TO HIM ABOUT A POSSIBLE FUEL REDUCTION. I ASKED HIM TO CALL HIS SUPVR (WHO NEVER CAME). I TRIED TO IMPRESS UPON THE FUELER THE SAFETY ISSUES THAT COULD HAVE ARISEN DURING HIS ABSENCE -- OVER FUELING; FUEL SPILL; ETC; BUT HE DIDN'T SEEM TO UNDERSTAND THE POTENTIAL PROBS. I DID TALK TO THE LAX MGR WHILE THE FUELER WAS PRESENT AND ASKED HIM TO TALK TO THE FUELING SUPVR ABOUT THE SITUATION. FUELER DIDN'T UNDERSTAND OR GAVE LITTLE CREDENCE TO THE SAFETY ISSUES INVOLVED WHICH LED ME TO BELIEVE THIS WAS NOT THE FIRST TIME HE HAS DONE THIS!
