Narrative:
I was the captain of air carrier X. We flew a CAT ii approach to runway 10 in atlanta (RVR 1400 ft). We taxied to the ramp; crossed runway 9R; held short of runway 9L at taxiway south behind air carrier Y. Atl tower cleared air carrier Y and air carrier X to cross runway 9L at taxiway south; join taxiway M and contact ground on 121.75. The tower was calling RVR for runway 9L. When we were about 1/2 way across runway 9L; I noticed an air carrier X on taxiway M with his taxi light on but he appeared to be stopped. The air carrier Y made a wide turn onto taxiway M and stopped behind air carrier X with what appeared to be 100 ft between aircraft. This blocked the exit from taxiway south onto taxiway M and we had to stop on taxiway south. I estimate the cockpit of our aircraft was 25 ft past the hold short line. I do not know how far our tail was clear of the runway. I instructed my copilot to go over to ground and tell aircraft to move up. When we switched over to ground; the controller told us to taxi to ramp 1; and then the frequency got congested. We could not get a radio call in. I looked down runway and saw an aircraft taking off on runway 9L. He was in the process of rotating when he went past us. I then got on the radio and told atl ground to stop takeoffs due to the fact we were not past the clear line. The 2 aircraft in front of us then started moving and we were able to clear.

Title: AN AIR CARRIER PILOT DESCRIBES A CONGESTED ATL RAMP BLOCKING HIS AIRCRAFT FROM COMPLETELY CLEARING THE RUNWAY AND SO LEAVING A PART OF HIS TAIL ON THE RUNWAY DURING CAT II OPERATIONS.

HE WAS IN THE PROCESS OF ROTATING WHEN HE WENT PAST US. I THEN GOT ON THE RADIO AND TOLD ATL GND TO STOP TKOFS DUE TO THE FACT WE WERE NOT PAST THE CLEAR LINE. THE 2 ACFT IN FRONT OF US THEN STARTED MOVING AND WE WERE ABLE TO CLEAR.
