Narrative:

After an event that occurred (VFR avoiding clouds/bad meteorological conditions); I assumed controller in charge. I noticed aircraft deviation north and northwest of el yunque (high obstacle). 5-10 mins later; the WX moved to san juan airport; and the field went IFR. The ASR8 WX radar was not displaying any of this. Just a few spots 20 mi northeast of the airport. The terminal WX doppler was not working nor the nexrad WX presentation. The controllers did not have any means of advising the position of any WX phenomena.
