Narrative:

I was the captain working flight ZZZ-ZZZ1. After we had received our paperwork from the gate/ramp; a man wearing civilian clothes (no company logos) with a sida badge came into the cockpit while the flight attendant was counting passenger. He said; 'hey captain; here are your slips for the oxygen bottles.' he handed me 2 blue tags that I did not recognize. I asked him what he was talking about. He said they were for the 2 oxygen bottles he had loaded into our cargo compartment. I told him unless the bottles were owned by my air carrier; we were not allowed to carry them on our aircraft. I then looked at the blue tags and told him they said ZZZ2 on them. He said that's where the bottles were going. I informed him we were headed to ZZZ1. He asked if we had changed gates again. I told him we had been scheduled out of this gate for some time now. He said in a questioning manner; 'gate xx?' I told him we were parked at gate xy; pointed to the aircraft next to us and told him that was gate xx. I told him to take the bottles off our airplane and suggested that he check with the airplane next door to see if they were going to ZZZ2. He said ok and left the cockpit. I looked out the window and saw him walking toward a pickup parked by the back of our airplane. The front of the pickup was facing me; so I did not see a logo. Shortly after our arrival in ZZZ1; a ramper came to me to let me know that we would be taking 2 oxygen bottles back to ZZZ with us since the 2 we brought in were supposed to go to ZZZ2. He also informed me that he had emptied both bottles because they came in full of oxygen and he knew we couldn't carry them unless they were empty. I told him they were not owned by our air carrier and we would not be allowed to carry them with us to ZZZ. I went down to the ramp with this guy to see if there was any paperwork attached to the bottles in an effort to figure out who had loaded them on the airplane. He said the only identify would be the pnr number on the paperwork. We departed for ZZZ; leaving the bottles on the ramp in ZZZ1. Normally when I tell someone we can't carry something; I always go back to the cargo bin to make sure they remove the item. In this case I didn't feel that was required since the guy who put them on the airplane knew we were not the proper airplane after I spoke to him. I had no reason to believe he would try to sneak full oxygen bottles bound for a different city onto my airplane. I have plenty of suggestions for what should happen to this guy if he can be found; but don't agree that I am responsible for this event as I followed all SOP's.

Title: A CRJ-200 PILOT REPORTS THAT AN UNKNOWN PERSON WITH SIDA IDENTIFICATION PLACED TWO FULL OXYGEN BOTTLES ON THE AIRCRAFT AFTER BEING TOLD THE AIRCRAFT'S DESTINATION WAS NOT THE INTENDED DESTINATION FOR THE BOTTLES.

Narrative: I WAS THE CAPT WORKING FLT ZZZ-ZZZ1. AFTER WE HAD RECEIVED OUR PAPERWORK FROM THE GATE/RAMP; A MAN WEARING CIVILIAN CLOTHES (NO COMPANY LOGOS) WITH A SIDA BADGE CAME INTO THE COCKPIT WHILE THE FLT ATTENDANT WAS COUNTING PAX. HE SAID; 'HEY CAPT; HERE ARE YOUR SLIPS FOR THE OXYGEN BOTTLES.' HE HANDED ME 2 BLUE TAGS THAT I DID NOT RECOGNIZE. I ASKED HIM WHAT HE WAS TALKING ABOUT. HE SAID THEY WERE FOR THE 2 OXYGEN BOTTLES HE HAD LOADED INTO OUR CARGO COMPARTMENT. I TOLD HIM UNLESS THE BOTTLES WERE OWNED BY MY ACR; WE WERE NOT ALLOWED TO CARRY THEM ON OUR ACFT. I THEN LOOKED AT THE BLUE TAGS AND TOLD HIM THEY SAID ZZZ2 ON THEM. HE SAID THAT'S WHERE THE BOTTLES WERE GOING. I INFORMED HIM WE WERE HEADED TO ZZZ1. HE ASKED IF WE HAD CHANGED GATES AGAIN. I TOLD HIM WE HAD BEEN SCHEDULED OUT OF THIS GATE FOR SOME TIME NOW. HE SAID IN A QUESTIONING MANNER; 'GATE XX?' I TOLD HIM WE WERE PARKED AT GATE XY; POINTED TO THE ACFT NEXT TO US AND TOLD HIM THAT WAS GATE XX. I TOLD HIM TO TAKE THE BOTTLES OFF OUR AIRPLANE AND SUGGESTED THAT HE CHK WITH THE AIRPLANE NEXT DOOR TO SEE IF THEY WERE GOING TO ZZZ2. HE SAID OK AND LEFT THE COCKPIT. I LOOKED OUT THE WINDOW AND SAW HIM WALKING TOWARD A PICKUP PARKED BY THE BACK OF OUR AIRPLANE. THE FRONT OF THE PICKUP WAS FACING ME; SO I DID NOT SEE A LOGO. SHORTLY AFTER OUR ARR IN ZZZ1; A RAMPER CAME TO ME TO LET ME KNOW THAT WE WOULD BE TAKING 2 OXYGEN BOTTLES BACK TO ZZZ WITH US SINCE THE 2 WE BROUGHT IN WERE SUPPOSED TO GO TO ZZZ2. HE ALSO INFORMED ME THAT HE HAD EMPTIED BOTH BOTTLES BECAUSE THEY CAME IN FULL OF OXYGEN AND HE KNEW WE COULDN'T CARRY THEM UNLESS THEY WERE EMPTY. I TOLD HIM THEY WERE NOT OWNED BY OUR ACR AND WE WOULD NOT BE ALLOWED TO CARRY THEM WITH US TO ZZZ. I WENT DOWN TO THE RAMP WITH THIS GUY TO SEE IF THERE WAS ANY PAPERWORK ATTACHED TO THE BOTTLES IN AN EFFORT TO FIGURE OUT WHO HAD LOADED THEM ON THE AIRPLANE. HE SAID THE ONLY IDENT WOULD BE THE PNR NUMBER ON THE PAPERWORK. WE DEPARTED FOR ZZZ; LEAVING THE BOTTLES ON THE RAMP IN ZZZ1. NORMALLY WHEN I TELL SOMEONE WE CAN'T CARRY SOMETHING; I ALWAYS GO BACK TO THE CARGO BIN TO MAKE SURE THEY REMOVE THE ITEM. IN THIS CASE I DIDN'T FEEL THAT WAS REQUIRED SINCE THE GUY WHO PUT THEM ON THE AIRPLANE KNEW WE WERE NOT THE PROPER AIRPLANE AFTER I SPOKE TO HIM. I HAD NO REASON TO BELIEVE HE WOULD TRY TO SNEAK FULL OXYGEN BOTTLES BOUND FOR A DIFFERENT CITY ONTO MY AIRPLANE. I HAVE PLENTY OF SUGGESTIONS FOR WHAT SHOULD HAPPEN TO THIS GUY IF HE CAN BE FOUND; BUT DON'T AGREE THAT I AM RESPONSIBLE FOR THIS EVENT AS I FOLLOWED ALL SOP'S.
