Narrative:

I flew IFR from tel to ind. After refueling I taxied to runup area at 22R. As I was holding at 22R a heavy jet landed and as the jet passed during landing I was cleared to taxi into position and hold. I stayed at the holding line a moment and was about to taxi into position and the aircraft's right wing was lifted into the air and the propeller and left wing tip struck the ground. When the propeller stuck the ground it killed the engine and then I turned the fuel selector off and magnetos off. I got out of the aircraft and pushed up on the left wing to get it back on all three wheels because fuel was leaking from the left fuel vent in this position. The days conditions were windy and gusty coming from 200 degree. I feel the aircraft was mostly caused to tip over because of the windy conditions. I believe the wind may have shifted directions. But also I think it may have been partly due to the heavy jet landing.

Title: GA SMA WAS TIPPED UP ON LEFT WING AND PROPELLER WHILE HOLDING SHORT OF RWY 22R AT IND.

Narrative: I FLEW IFR FROM TEL TO IND. AFTER REFUELING I TAXIED TO RUNUP AREA AT 22R. AS I WAS HOLDING AT 22R A HEAVY JET LANDED AND AS THE JET PASSED DURING LANDING I WAS CLRED TO TAXI INTO POSITION AND HOLD. I STAYED AT THE HOLDING LINE A MOMENT AND WAS ABOUT TO TAXI INTO POSITION AND THE ACFT'S RIGHT WING WAS LIFTED INTO THE AIR AND THE PROP AND LEFT WING TIP STRUCK THE GND. WHEN THE PROP STUCK THE GND IT KILLED THE ENGINE AND THEN I TURNED THE FUEL SELECTOR OFF AND MAGNETOS OFF. I GOT OUT OF THE ACFT AND PUSHED UP ON THE L WING TO GET IT BACK ON ALL THREE WHEELS BECAUSE FUEL WAS LEAKING FROM THE LEFT FUEL VENT IN THIS POSITION. THE DAYS CONDITIONS WERE WINDY AND GUSTY COMING FROM 200 DEG. I FEEL THE ACFT WAS MOSTLY CAUSED TO TIP OVER BECAUSE OF THE WINDY CONDITIONS. I BELIEVE THE WIND MAY HAVE SHIFTED DIRECTIONS. BUT ALSO I THINK IT MAY HAVE BEEN PARTLY DUE TO THE HEAVY JET LANDING.
