Narrative:
First officer's takeoff from ZZZ. After takeoff; the capt raised the gear handle normally; but we received an EICAS message 'gear disagreement' followed by gear abnormal gear display -- indicating main gear was normal but nose gear was not in the normal position. Relief officer got the irregular checklist and proceeded to run the procedure stated for the problem. After this did not correct the problem; relief pilot contacted dispatch and maintenance control. The captain and maintenance control and crew decided the problem could not be corrected inflight and we returned to ZZZ with the gear down; locked and indicating normal. We did have to jettison fuel and hold before we returned for a normal landing.

Title: A B747-400's nose landing gear did not retract after takeoff. The crew returned to land after dumping fuel in holding.
Narrative: First Officer's takeoff from ZZZ.
