Narrative:

While preparing for departure we had trouble getting our clearance to cae. Finally the clearance came while we were starting engine. Thus, crew member's attention was not focused on the clearance being received. We were told to maintain 250 KTS till advised. I heard it but after we departed my attention was drawn to duties at the F/east panel, particularly having to deal with a manual pressurization situation. Thus, my attention was not on the current flying conditions. Although I had heard the 250 KT restriction, I was not aware that it was being exceeded till I heard the copilot inform the captain that we had a 250 KT restriction till advised. At the time our speed had accelerated to approximately 310 KTS at 10500' MSL. The captain immediately reduced power and subsequently the controller told us to resume normal speed. Problem arose because of the late clearance being received and crew members not paying full attention to that clearance. As we have all learned from time to time in aviation, the things we take for granted can at times be the little things that bite us. Undivided attention on clrncs should always be a crew function! Supplemental information from acn 81570: this incident was partially caused by numerous aircraft calling for clearance at rdu. Many flts overloaded the controller so when I got in to get the clearance, we were starting engines. Too many things going on when many flts are getting ready.

Title: ACR LGT EXCEEDED SPEED RESTRICTION DURING CLIMB.

Narrative: WHILE PREPARING FOR DEP WE HAD TROUBLE GETTING OUR CLRNC TO CAE. FINALLY THE CLRNC CAME WHILE WE WERE STARTING ENG. THUS, CREW MEMBER'S ATTN WAS NOT FOCUSED ON THE CLRNC BEING RECEIVED. WE WERE TOLD TO MAINTAIN 250 KTS TILL ADVISED. I HEARD IT BUT AFTER WE DEPARTED MY ATTN WAS DRAWN TO DUTIES AT THE F/E PANEL, PARTICULARLY HAVING TO DEAL WITH A MANUAL PRESSURIZATION SITUATION. THUS, MY ATTN WAS NOT ON THE CURRENT FLYING CONDITIONS. ALTHOUGH I HAD HEARD THE 250 KT RESTRICTION, I WAS NOT AWARE THAT IT WAS BEING EXCEEDED TILL I HEARD THE COPLT INFORM THE CAPT THAT WE HAD A 250 KT RESTRICTION TILL ADVISED. AT THE TIME OUR SPD HAD ACCELERATED TO APPROX 310 KTS AT 10500' MSL. THE CAPT IMMEDIATELY REDUCED PWR AND SUBSEQUENTLY THE CTLR TOLD US TO RESUME NORMAL SPD. SUPPLEMENTAL INFORMATION FROM ACN 81570: THIS INCIDENT WAS PARTIALLY CAUSED BY NUMEROUS ACFT CALLING FOR CLRNC AT RDU.
