Filed to ZZZ with no altitude; 1.6 extra fuel; I added 900 pounds of extra fuel. We then had 2.5 extra fuel. Inbound to ZZZ; runway change sent to hold at abcde hold for approximately 25 minutes. When cleared to exit hold; advised approach control we were 'minimum fuel.' other aircraft sequenced in front of us; became #5 on extended downwind. Once below 6.3 fuel outbound; declared emergency fuel. Landed with 5.5 fuel; uneventful recovery.
