Narrative:
On the 24R ILS approach to lax, approach control told us to stop our descent at whatever altitude we were at. He called VFR traffic at 10-11 O'clock, 8700' climbing. We saw the traffic coming right at us and immediately added climb power and made a climbing right hand turn. The other aircraft made a right hand turn also to avoid a collision, although the WX is called 'VFR' by FAA regulations it is difficult to see in the lax haze and smog and afternoon sun shining in your eyes. The controllers also appear to be overloaded during this time period as are the flight crews. Lax is a very dangerous airport and more protection needs to be provided or there is going to be another disaster. Callback conversation with reporter revealed the following information. Reporter feels lax is dangerous because of constant chatter to cockpit and constant changes after established in approach. Gives feeling of much confusion from approach and tower. Nmacs happen too frequently.

Title: ACR ON ILS APCH TOOK EVASIVE ACTION TO AVOID SMA.
Narrative: ON THE 24R ILS APCH TO LAX, APCH CTL TOLD US TO STOP OUR DSCNT AT WHATEVER ALT WE WERE AT. HE CALLED VFR TFC AT 10-11 O'CLOCK, 8700' CLBING. WE SAW THE TFC COMING R AT US AND IMMEDIATELY ADDED CLB PWR AND MADE A CLBING R HAND TURN. THE OTHER ACFT MADE A R HAND TURN ALSO TO AVOID A COLLISION, ALTHOUGH THE WX IS CALLED 'VFR' BY FAA REGS IT IS DIFFICULT TO SEE IN THE LAX HAZE AND SMOG AND AFTERNOON SUN SHINING IN YOUR EYES. THE CTLRS ALSO APPEAR TO BE OVERLOADED DURING THIS TIME PERIOD AS ARE THE FLT CREWS. LAX IS A VERY DANGEROUS ARPT AND MORE PROTECTION NEEDS TO BE PROVIDED OR THERE IS GOING TO BE ANOTHER DISASTER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR FEELS LAX IS DANGEROUS BECAUSE OF CONSTANT CHATTER TO COCKPIT AND CONSTANT CHANGES AFTER ESTABLISHED IN APCH. GIVES FEELING OF MUCH CONFUSION FROM APCH AND TWR. NMACS HAPPEN TOO FREQUENTLY.
