Narrative:
While working on a carrier aircraft; cabin log write-up showed no water in mid right galley. Found oxygen filter clogged. Was instructed by carrier representative to remove filter and defer filter replacement to base; in cabin book. I believe the write-up should have been deferred by MEL and written up in the flight logbook. I do not know if and when filter was replaced. I do not release or touch logbook. Callback conversation with reporter revealed the following information: reporter stated he only entered the clogged filter discrepancy in the B747-400 cabin log book per the instruction of the foreign carrier's representative. He did not actually defer or sign-off the item. He felt the item should have been deferred in the flight logbook under MEL chapter 25 for galley furnishings. Reporter stated the same airplane returned two days later and he noticed the H2O water filter had been replaced and signed off in the cabin book.
