Narrative:
Due to a deferral on the center tank fuel quantity system; we needed to have fuel de-fueled from the center tank in accordance with the MEL. The fueling vendor supervisor was not familiar with air carrier's de-fueling procedure; which is especially critical for the center tank of the B757 due to an FAA directive related to a previous incident. The supervisor did not have anyone monitor the pump low pressure lights in the cockpit during the de-fueling. I called station operations to have this rectified immediately. Their calls to the fueling vendor were ignored. Next; the supervisor was unaware of the need to drip stick the tank after the de-fueling due to the inoperative gauge. Air carrier and the FAA have carefully crafted these defueling procedures; and at some level; air carrier never ensured that the vendor was familiar with or in compliance with these procedures.
