Narrative:
Approach clearance was: maintain 5000' MSL until dales intersection, 180 KTS until rev up, cleared ILS 3L at dtw. We overshot the localizer due to a late vectoring turn. We recaptured the runway 3L localizer 1 NM inside of the dales intersection and started a descent from 5000' MSL. At that time I saw another large transport directly below us and I estimated his altitude at 4000' MSL. He had overshot the runway 3R localizer and was lined up exactly on runway 3L. We stopped our descent immediately and were revectored for another approach. I'm glad I saw him and prefer not to think of the possibilities if we had been in the clouds.

Title: LESS THAN STANDARD SEPARATION BETWEEN 2 ACR ACFT WHEN BOTH OVERSHOT TURNS TO PARALLEL ILS LOCALIZERS. OPERATIONAL ERROR.
Narrative: APCH CLRNC WAS: MAINTAIN 5000' MSL UNTIL DALES INTXN, 180 KTS UNTIL REV UP, CLRED ILS 3L AT DTW. WE OVERSHOT THE LOC DUE TO A LATE VECTORING TURN. WE RECAPTURED THE RWY 3L LOC 1 NM INSIDE OF THE DALES INTXN AND STARTED A DSCNT FROM 5000' MSL. AT THAT TIME I SAW ANOTHER LGT DIRECTLY BELOW US AND I ESTIMATED HIS ALT AT 4000' MSL. HE HAD OVERSHOT THE RWY 3R LOC AND WAS LINED UP EXACTLY ON RWY 3L. WE STOPPED OUR DSCNT IMMEDIATELY AND WERE REVECTORED FOR ANOTHER APCH. I'M GLAD I SAW HIM AND PREFER NOT TO THINK OF THE POSSIBILITIES IF WE HAD BEEN IN THE CLOUDS.
