Narrative:
Air carrier Y (CRJ2) was level at FL240. Air carrier X was in a rapid descent to FL250. I called traffic to air carrier X then switched the aircraft to ZDC then; air carrier Y told me he was responding to a TCAS. Air carrier Y descended 800 ft to FL232. ZDC then informed me that air carrier X responded to a TCAS and went to FL260. Luckily; no other aircraft were in the vicinity.
Original NASA ASRS Text
