Narrative:
This report concerns the NOTAMS posted for buffalo. There is a page of NOTAMS posted which reference a web site; but contain no actual information. The website address says 'could not be found.' with respect to these NOTAMS; a thorough review of the paperwork required by the fars could not be performed. Due diligence; however; was performed and the flight was signed for and operated. The air carrier NOTAM desk was informed of this issue the day prior. There had been no local amendment or addressing of this on the next operating day. I presumed the validity of the NOTAMS had not changed; but nothing was locally issued to counteract or suppress them. NOTAMS 11/155-171 were found to be not applicable per phone with dispatch and buffalo tower. However; the paperwork does not reflect this. There is some doubt whether the flights operating in and out of buf are able to legally review the NOTAMS as required by far. One would hope we are not left with web site references as substitutes for real NOTAMS. Also; that the 'validity' of each NOTAM would have to be questioned as part of the pre-flight review. Please ensure NOTAMS contain valid information and content on the printed page so the flight papers may be reviewed in accordance with far.

Title: Air carrier Captain advises NOTAMS for BUF contained an Internet web site referenced rather than coded information. Attempts to access any information regarding the NOTAM proved fruitless.
